CNN —The number of measles cases around the world nearly doubled from 2022 to 2023, researchers say, presenting a challenge to efforts to achieve and maintain elimination status in many countries. The US has had 128 measles cases reported in 20 jurisdictions this year, as of Friday, according to the US Centers for Disease Control and Prevention. Measles was declared eliminated in the US in 2000, “meaning there is no measles spreading within the country and new cases are only found when someone contracts measles abroad and returns,” the CDC says. However, the rapid rise in cases this year poses a threat to that disease elimination status, the agency says. CNN —The fertility rate in the United States has been trending down for decades, and a new report shows that another drop in births in 2023 brought the rate down to the lowest it’s been in more than century. But the 3% drop between 2022 and 2023 brought the rate just below the previous low from 2020, which was 56 births for every 1,000 women of reproductive age. The birth rate fell among most age groups between 2022 and 2023, the new report shows. For older women, the option of waiting is not as viable.”Meanwhile, births continued to shift to older mothers. Berlin CNN —Germany has hit back at allegations by Nicaragua that it has been “facilitating genocide” in Gaza, telling an international court on Tuesday that history undergirds German support for Israel. But Germany argued Tuesday that because the “bedrock” of Nicaragua’s case was aimed at Israel and its “alleged violations of international law by Israel,” the ICJ did not have jurisdiction. British lawyer Samuel Wordsworth, who advocated on behalf of Berlin, said the case against Germany is “entirely dependent” upon a “prior finding of breach” of international law by Israel in Gaza. The ICJ is hearing a separate case brought against Israel by South Africa, but has not ruled on whether Israel has breached international law in Gaza. The international court will now consider whether to order the emergency measures requested by Nicaragua.

When a Texas appeals court reversed itself last week and acquitted Crystal Mason, a mother of three, in a voting fraud case, it ended almost a decade in which Ms. Mason lived in fear of being torn away from her family and imprisoned. In 2018, she was sentenced to a five-year prison term for illegally casting a provisional ballot in the 2016 election. While the prosecution of Ms. Mason may have failed, it still could have broader consequences in chilling people’s willingness to exercise their right to vote. Few would want to vote if it means going through what Ms. Mason did. As such, the reversal in her case cannot undo much of the damage that irresponsible Texas prosecutors wrought.

CNN —Former Senegalese Prime Minister Amadou Ba has conceded defeat to leading opposition figure Bassirou Diomaye Faye in the western African country’s presidential elections. “I wish him lots of success and success for the well-being of the Senegalese people,” he added. CNN —Brazilian soccer star Dani Alves has left prison after submitting a €1 million bond (approximately $1.08 million) to a Barcelona court required for his provisional release after being convicted of sexual assault, the Supreme Court of Justice of Catalonia said in a statement on Monday. On February 22, the Barcelona provincial court sentenced Alves to four-and-a-half years in prison for sexually assaulting a woman in one of the city’s nightclubs in late December 2022. After leaving prison, the 40-year-old will have his Brazilian and Spanish passports confiscated. Japan's central bank raised interest rates on Tuesday for the first time since 2007, ending the world's last negative rates regime on early signs of robust wage gains this year. The BOJ raised its short-term interest rates to around 0% to 0.1% from -0.1%, according to its statement at the end of its two-day March policy meeting. Japan's negative rates regime had been in place since 2016. The BOJ also announced the abolition of its radical yield curve control policy for 10-year Japanese government bonds, which the central bank has employed to target longer-term interest rates by buying and selling bonds as necessary. The Bank of Japan expects higher salaries to lead to a virtuous spiral with domestic demand fueling inflation.

The BOJ will now look to utilize its short-term interest rate as its primary policy tool. It will employ an interest rate of 0.1% to current account balances held by financial institutions at the central bank from March 21, while encouraging the uncollateralized overnight call rate (another interest rate used as a policy lever by the bank) to remain at around 0 to 0.1% — effectively raising interest rates from -0.1% previously. It would resort to "nimble responses" in the form of increased Japan government bond purchases and fixed-rate purchases of JGBs, among other things, if there is a rapid rise in long-term interest rates. Japanese investors have looked elsewhere for better returns given years of artificially depressed interest rates in their home market. The Fed is due to announce its own interest rate decision on Wednesday.

The Dutch government did not immediately announce the price tag for the new submarines. “Our shipyards can build excellent surface ships themselves, but unfortunately we have not had any Dutch navy yards that can design and build submarines themselves for more than 25 years," Economic Affairs Minister Micky Adriaansens said in a statement. The Belgian EU presidency said on Wednesday that negotiators from the European Council presidency and European Parliament had reached provisional agreement on reforming the "Single European Sky", aiming to increase capacity, lower costs and increase the air traffic control system's adaptability, while also trying to reduce aviation's environmental impact. The deal comes after decades of foot-dragging, political divisions and union opposition, and still needs to be approved by the Council and the European Parliament. Under the agreement, member states will set up national supervisory authorities to assess air traffic control's structure and financial sustainability. Member states can merge economic and safety oversight functions in the same administrative entity, cutting red tape and conforming to common organisational models.

His announcement came after the country’s Constitutional Council, the highest election authority, ruled last week that a 10-month postponement of the vote was unlawful.
